Steve is a retired law enforcement officer from Kansas. He has been employed with Paradigm since 2008 and currently serves as the Vice President of Training, overseeing the delivery of over 1,000 pipeline safety programs to emergency responders, contractors and local public officials across the country annually. Steve has completed the Train-the-Trainer certification for Pipeline Emergencies through the National Association of State Fire Marshall’s (NASFM), holds a Master’s Degree in Education, and serves as an online adjunct college instructor for Criminal Justice and Homeland Security undergraduate courses.
Robert is a retired law enforcement officer from Kansas. He has been employed with Paradigm since 2008 and currently serves as the Director of Training. He provides instructor and logistic oversight in the delivery of over 1,000 pipeline safety programs to emergency responders, contractors and local public officials across the country annually. Robert has completed the Train-the-Trainer certification for Pipeline Emergencies through the National Association of State Fire Marshall’s (NASFM) and holds a Bachelor’s Degree in Criminal Justice.
Randy has been a Local Government Emergency Manager for more than two decades, being involved with more than a dozen Presidential declarations of disaster at the local and federal levels, including 9/11/2001. Randy is a widely known author and speaker on Emergency Management topics. He joined Paradigm as an instructor in 2009 and currently serves as the Deputy Director of Training. He provides administrative and logistic support to the Director of Training and oversees the development of Continuing Education Unit opportunities for Paradigm’s programs across the country. Randy has completed the Train-the-Trainer certification for Pipeline Emergencies through the National Association of State Fire Marshall’s (NASFM), and holds a Master’s Degree in Public Affairs and a Bachelor’s Degree in Political Science.
Mark is a retired Fire Captain from Kansas. He also served in the U.S. Air Force as a firefighter and rescue crew chief. Mark has been an instructor with Paradigm since 2011, delivering pipeline safety programs to emergency responders, contractors and local public officials across the country annually. Further, he has completed the Train-the-Trainer certification for Pipeline Emergencies through the National Association of State Fire Marshall’s (NASFM), and holds many certifications related to hazardous materials response and technical rescue.
John is a retired Battalion Chief from Missouri. He has been an instructor with Paradigm since 2011, delivering pipeline safety programs to emergency responders, contractors and local public officials across the country annually. Further, John has completed the Train-the-Trainer certification for Pipeline Emergencies through the National Association of State Fire Marshall’s (NASFM), and holds many certifications related to hazardous materials response, paramedic and fire rescue.
Mark is a retired law enforcement officer from Indiana. He has been an instructor with Paradigm since 2007, delivering pipeline safety programs to emergency responders, contractors and local public officials across the country annually. Mark has completed the Train-the-Trainer certification for Pipeline Emergencies through the National Association of State Fire Marshall’s (NASFM), and is a graduate of Ball State University.
Robbie is an active 14-year law enforcement veteran in Kansas. He has been an instructor with Paradigm since 2011, delivering pipeline safety programs to emergency responders, contractors and local public officials across the country annually. Robbie has completed the Train-the-Trainer certification for Pipeline Emergencies through the National Association of State Fire Marshall’s (NASFM), and holds a bachelor’s degree in business administration and an associate’s degree in criminal justice.
Patrick is an active 33-year fire service veteran from Kansas. He has been an instructor with Paradigm since 2013, delivering pipeline safety programs to emergency responders, contractors and local public officials across the country annually. Patrick has completed the Train-the-Trainer certification for Pipeline Emergencies through the National Association of State Fire Marshall’s (NASFM), holds an associate’s degree in fire science and many certifications related to hazardous materials response, strategy and tactics, and technical rescue.
Dave is an active 22-year law enforcement veteran from Kansas, and currently serves as Sheriff. He is also a U.S. Army veteran. Dave has been an instructor with Paradigm since 2013, delivering pipeline safety programs to emergency responders, contractors and local public officials across the country annually. He has completed the Train-the-Trainer certification for Pipeline Emergencies through the National Association of State Fire Marshall’s (NASFM), and holds a Master’s degree in criminal justice and a bachelor’s degree in public administration.
Bill is a retired Fire Engineer from Colorado. He also served in the U.S. Air Force as a student training advisor. Bill has been an instructor with Paradigm since 2017, delivering pipeline safety programs to emergency responders, contractors and local public officials across the country annually. He has many years of experience delivering pipeline safety programs throughout Colorado, and holds many certifications related to hazardous materials response and emergency medical technician.
Brian is an active 25-year law enforcement veteran from Kansas, and currently serves as a technical trooper with the Kansas Highway Patrol. He has been an instructor with Paradigm since 2013, delivering pipeline safety programs to emergency responders, contractors and local public officials across the country annually. Brian has completed the Train-the-Trainer certification for Pipeline Emergencies through the National Association of State Fire Marshall’s (NASFM).
Sam is a retired 35-year law enforcement veteran, serving as Deputy Director and Director of Police Training in South Carolina and Indiana respectively. He is also a retired Master Sergeant in the Air National Guard. Sam has been an instructor with Paradigm since 2007, delivering pipeline safety programs to emergency responders, contractors and local public officials across the country annually. He has completed the Train-the-Trainer certification for Pipeline Emergencies through the National Association of State Fire Marshall’s (NASFM), and holds a Doctorate of Philosophy degree from LaSalle University.
Warren is a retired 33-year veteran Fire Captain from Kansas. He has been an instructor with Paradigm since 2014, delivering pipeline safety programs to emergency responders, contractors and local public officials across the country annually. Warren has completed the Train-the-Trainer certification for Pipeline Emergencies through the National Association of State Fire Marshall’s (NASFM), and holds many certifications related to hazardous materials response and fire rescue.

Lem is an active 29-year law enforcement veteran from Kansas, and currently serves as Captain. He is also a U.S. Marine Corps veteran. He has completed the Train-the-Trainer certification for Pipeline Emergencies through the National Association of State Fire Marshall’s (NASFM), and holds a Master’s degree in public administration and a Bachelor’s degree in business administration.
Cory is an active 15-year law enforcement veteran from Kansas, and currently serves as a Special Agent with the Kansas Bureau of Investigation. Lee is a retired 31-year law enforcement veteran, serving as Chief of Police and Emergency Management Coordinator for two municipalities in Texas. He has been an instructor with Paradigm since 2009, delivering pipeline safety programs to emergency responders, contractors and local public officials across the country annually. Lee has completed the Train-the-Trainer certification for Pipeline Emergencies through the National Association of State Fire Marshall’s (NASFM).
Troy is an active 27-year law enforcement veteran from Kansas, and currently serves as a Supervisory Special Agent with the Kansas Bureau of Investigation. He has been an instructor with Paradigm since 2013, delivering pipeline safety programs to emergency responders, contractors and local public officials across the country annually. Troy has completed the Train-the-Trainer certification for Pipeline Emergencies through the National Association of State Fire Marshall’s (NASFM), and holds Master’s degree in biblical studies and a Bachelor’s degree in criminal justice.
Larry is a retired 31-year law enforcement veteran, serving as Assistant Director for the Kansas Bureau of Investigation. He has directed investigations on several high-profile cases, including the BTK serial murders, and has been deployed with U.S. forces oversees as part of international terrorism missions. Larry has been an instructor with Paradigm since 2013, delivering pipeline safety programs to emergency responders, contractors and local public officials across the country annually. He has completed the Train-the-Trainer certification for Pipeline Emergencies through the National Association of State Fire Marshall’s (NASFM), and serves as a college adjunct professor instructing criminal justice courses.
Glen is an active law enforcement veteran out of the State of Kansas, and currently serves as a Special Agent with the Kansas Bureau of Investigation. He is a graduate of the FBI National Academy as well. Glen has been an instructor with Paradigm since 2011, delivering pipeline safety programs to emergency responders, contractors and local public officials across the country annually. He has completed the Train-the-Trainer certification for Pipeline Emergencies through the National Association of State Fire Marshall’s (NASFM), and serves as an adjunct college instructor for counter drug task force training.
Scott is an active law enforcement veteran from Kansas. He currently serves as a Lieutenant, previously serving his department as a bomb technician. He has been an instructor with Paradigm since 2017, delivering pipeline safety programs to emergency responders, contractors and local public officials across the country annually.
Ken has over 22 years of experience working as a professional instructor with a wide range of different industries and disciplines, including GIS technology. Ken has a long history of working with first responders, crime analysts and the oil and gas industry regarding GIS application, both in the U.S. and internationally. Ken has been an instructor with Paradigm since 2009, delivering pipeline safety programs to emergency responders, contractors and local public officials across the country annually. He has completed the Train-the-Trainer certification for Pipeline Emergencies through the National Association of State Fire Marshall’s (NASFM).
